Move the "btr4e" folder into the following directory:

Grand Theft Auto V > mods > update > x64 > dlcpacks

Step 3:

Navigate to the following directory:

Grand Theft Auto V > update > update.rpf > common > data

Edit 'dlclist.xml', add the following line at the bottom of the file:

dlcpacks:/btr4e/

Save and replace the original 'dlclist.xml' file.

Note: Make sure to use the CWeaponInfoBlob Limit Adjuster by alexguirre to prevent the game from crashing during loading.
