Edit the "dlclist.xml" file that can be found in .\update\update.rpf\common\data. Add the following line:

dlcpacks:
dvolticpol\

Step 2:
Copy the "ndvolticpol" folder to .\update\x64\dlcpacks directory.

Step 3:
Use a trainer to spawn the car using the vehicle name: ndvolticpol
