X:/Grand Theft Auto V/mods/update/x64/dlcpacks

X:/Grand Theft Auto V/mods/update/update.rpf/common/data
Edit the "dlclist.xml" file using a text editor (e.g., Notepad) and add the following line at the bottom:

dlcpacks:/f14a2/
