Installation Steps:

1. Copy the ns28_fj2023 folder to:
   x:\Grand Theft Auto V\mods\update\x64\dlcpacks
2. Using OpenIV, navigate to:
   x:\Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml
3. With Notepad, open dlclist.xml and add the following line:
   dlcpacks:\ns28_fj2023\
   Save and replace it using OpenIV.
4. Spawn the vehicle in-game using the name: ns28_fj2023.
